<P>PROBLEM TO BE SOLVED: To provide a lithium battery scarcely deteriorate of capacity caused by charging and discharging and having high power characteristic, a positive pile active material capable of obtaining the lithium secondary battery, and a manufacturing method thereof. <P>SOLUTION: Powder of the lithium manganese complex oxide expressed by general formula, LiMn<SB>1-x</SB>Me<SB>x</SB>O<SB>2</SB>(Me expresses at least one or more kinds selected from transition metals and Al), having ≥0.1 μm to ≤0.5 μm average particle diameter of powder particles and existing as a single particle without forming agglomerate constitutes the lithium secondary battery as the positive pole active material.
