<P>PROBLEM TO BE SOLVED: To provide a technique to achieve a high efficiency reforming reaction. <P>SOLUTION: The target value Tit of the temperature and the target value of the S/C (steam/carbon) of a gaseous starting material are set on the required load on a reformer 140 in ECU (control unit) 70. The temperature Ti of the gaseous starting material is controlled by a heating part 146 and the S/C is controlled by a pump 314. A desired temperature Tot of gas in the outlet side of a reforming part is set on the target value Tit of the temperature and the target value of the S/C of the gaseous starting material in ECU 70. The quantity of air is controlled by a pump 312 so that the temperature To of the gas becomes Tot. By this way, the fuel gas is produced in a quantity corresponding to the required load on the reformer by controlling the temperature and the S/C of the gaseous starting material properly.
