PROBLEM TO BE SOLVED: To provide a hydrogen production apparatus in which the inside of the apparatus is safely and effectively replaced without using an inert gas in the start-up and stoppage of the apparatus.

SOLUTION: The hydrogen production process comprises a raw material supply part 34 for supplying a raw material containing a sulfur compound and an organic compound, a water supply part for supplying water, a reforming air supply part 36 for supplying a gas containing oxygen, a reforming catalyst part 31b housing a reforming catalyst for reacting a raw material with water or the raw material with an oxidizing gas, the oxidizing gas supply part and a supply quantity control part 38 for controlling the whole or a part of the raw material and water.
