PROBLEM TO BE SOLVED: To provide a technique for dry distilling and carbonizing a waste tire, or the like, capable of incinerating an oil generated from the waste tire, or the like, with a direct fire used when the waste tire, or the like, are dry distilled, thereby affording a carbonized substance in a state completely freed of the oil and producing high-quality active carbon having high adsorptivity in good yield. SOLUTION: The apparatus for dry distilling and carbonizing the waste tire, or the like, is designed to use the waste tire, or the like, as a raw material, and is provided with a first combustion furnace 1 having the interior formed into a raw material combustion chamber 10 and communicating through a gas passage 3 with a second combustion furnace 4 having the interior formed into a produced gas combustion chamber 40. The first combustion furnace 1 is equipped with a combustor 2 designed to burn the raw material within the range of about 450 to about 600°C from the lower part of the raw material layer at the bottom of the raw material combustion chamber 10 with the direct fire.
