PROBLEM TO BE SOLVED: To enhance the reliability of a substitute resource on the occurrence of a failure in an active resource. SOLUTION: The system is provided with a control section 6 that manages the current state of an antenna and each resource of a base section as a resource for satellite communication by using a round robin queue that references and updates the current state by means of the round robin system and with a buffer that tentatively records a resource request or the like. In a normal state, the control section 6 stores the resource request temporarily to a buffer each time a host 7 receives a resource request, determines a resource assigned on the basis of the state of a resource recorded in the round robin queue, updates the value of the round robin queue depending on the contents of the buffer and transfers a parameter to the resource. On the occurrence of a failure of an active resource, the parameter of the defective resource is temporarily stored in the buffer, a substitute resource is determined, the round robin queue is updated, the parameter is transferred to the substitute resource and the defective resource is backed up. |
