The invention concerns a system for controlling access to a network (1), comprising at least a terminal (2) provided with an integrated circuit card reader (7) and means for connection (6) to the network, and at least an integrated circuit card (3) adapted to co-operate with the reader, the system further comprising a storage unit containing at least an encrypted module (8, 9, 10) for activating at least a function of the terminal, means for decrypting(11) the module with a key and means for transmitting (6, 5) the key to the decrypting means.
