This invention provides a delivery vehicle, said delivery vehicle comprising : (a) a lipid; (b) a hydrophilic polymer conjugated lipid; and, (c) a polymer core, wherein said lipid and hydrophilic polymer conjugated lipid encapsulate the polymer core. Also provided is a method of making a delivery vehicle, said method comprising th e steps of (1) dissolving a lipid and a hydrophilic polymer lipid conjugate in a first solvent system; (2) dissolving an active agent and a polymer in a second solvent system; (3) combining the resulting solutions of Steps (1) and (2) and dispersing the resulting mixtur e by mechanical mixing; (4) removing the organic components of the first and second solvents systems; (5) exchanging the remaining aqueous components of the resulting solution of Ste p (4) with buffered solution.
