SOLUTION: This emergency information distribution device is provided with an emergency information control station 3 having an emergency information distributing section specification means 32 for specifying an emergency information distributing section A, a photographic device specification means 34 for specifying a photographic device 2a for photographing emergency scene to be distributed to the cellular telephone terminal 1a existing in the emergency information distributing section A and a control means 31 for outputting information about the cellular telephone terminal 1a existing in the emergency information distributing section A, specified by a cellular telephone carrier 5 and information about the photographic device 2a specified by the photographic device specification means 34 and a video information controller 4 for distributing the emergency scene of photographed by the photographic device 1a to the cellular telephone terminal 1a existing in the emergency information distributing section A.
