PROBLEM TO BE SOLVED: To provide the secrecy system of encrypted voice communication in a VoIP communication system capable of preventing traffic on a line from being increased, and efficiently transmitting voice data without deterioration of the voice quality, and obtaining sufficiently high encryption strength even when the size of a key is small. SOLUTION: Voice data are inputted to a voice packet connecting circuit 17 so that a voice packet can be generated. A voice packet decomposing circuit 18 distributes each bit of the voice packet, and generates a voice block to be encrypted and a keyed voice block. An encrypting circuit 19 encrypts the voice block to be encrypted by using the keyed voice block as a key. An encrypted voice packet generating circuit 20 transmits the encrypted voice block and the keyed voice block as the encrypted voice packet. In this case, the keyed voice block can be encrypted by using a preliminarily decided secret key, and each bit of the keyed voice block can be arranged so as to be scrambled with an arbitrary pattern at the time of preparing the encrypted voice packet.
