PURPOSE: A method for controlling a bit rate considering contents is provided to maintain regular bit generation amount while controlling the quality of a wanted area. CONSTITUTION: A quality selection input unit(41) selects a wanted VOP(Video Object Plane) for deciding the quality of the corresponding VOP. A complexity classifying unit(42) classifies the complexity of a VOP unit image to be encoded. A perceptual feature classifying unit(44) classifies the VOP unit image to be encoded, by perceptual features. A histogram calculating unit(46) calculates histogram by the complexity classification and the perceptual feature classification. A bit generation amount calculating unit(47) calculates a bit generation amount estimated by using the histogram, a bit model appropriately manufactured for used quantization matrix, and a reference quantization gap. A target bit calculating unit(48) calculates a target bit by VOPs. A reference quantization gap control unit(49) compensates a difference the estimated bit generation amount with the target bit by controlling the reference quantization gap. A final quantization gap calculating unit(51) controls a final quantization gap by considering the reference quantization gap, a perceptual feature class of a macro block, and a buffer occupying amount.
