PROBLEM TO BE SOLVED: To provide a communication quality managing method and a device which can be accurately applied when the form of distribution is changed by an MIB measurement value or there is a local change. SOLUTION: Without assuming a normal distribution, the stochastic point of the measured result of network performance scaling such as the stochastic point of the value of 90% is found by using stochastic point regression, a threshold is found by using the result, and local regression is performed not by assigning the whole to one polynomial but by weighting respective data while using local polynomial regression.
