PROBLEM TO BE SOLVED: To provide a camera shake correcting device and photographing device whose a camera shake correcting lens is not at an undecided position during photography or when a flashing unit hops up even in the absence of a lock mechanism and which have small power consumption. SOLUTION: A camera shake correction driving part is so controlled (S330) that when it is anticipated that a shock is applied, for example, when the flashing unit hops up in a photographable state and in a camera shake correction disabled state, a position holding control request is made and in such a case (S320), a camera shake correction optical system is held at a fixed position for a necessary time. When photographing operation is started (S350), the camera shake correction driving part is so controlled that the camera shake correction optical system is moved (S360) to a position where the optical axis of a photographic optical system and the optical axis of the camera shake correction optical system are nearly aligned with each other and held at the position (S370).
