PROBLEM TO BE SOLVED: To compress the entire images at a higher speed and at higher compressibility at the time of encoding periodic images, especially image data in which background patterns such as wallpaper are arranged, to reduce the circuit scale of a decoding circuit decoding codes for which the images in which the background patterns such as the wallpaper are arranged are encoded and to perform decoding which can be constituted at a low cost without the need of a large amount of buffer memories. SOLUTION: The image are converted by using a dither matrix (S8). Then, a print control command is outputted (S9). Then, a compression parameter specifying command specifying an upper copying vertical offset value (the value corresponding to the size of the matrix), a close left copying horizontal offset value (the value corresponding to the size of the matrix) and a far left copying horizontal offset value (the value corresponding to the cycle of the background pattern) to be used at the time of encoding is outputted (S10).
