PROBLEM TO BE SOLVED: To provide a method for manufacturing a retardation plate having uniform phase difference even when the film comprises a thermoplastic resin film or sheet formed by a flow casting method and having≥1μm fluctuation in the thickness in the flowing direction. SOLUTION: An employed manufacturing facility is equipped with: a detector to detect the amount of the residual solvent in the thermoplastic resin film or sheet before stretching; and a heating device controlled with the signals obtained by the detector.
