PROBLEM TO BE SOLVED: To reduce an error caused by influence of noise in the voltage direction superimposed on a signal to be measured in measurement of the jitter quantity. SOLUTION: This device is equipped with an input port for inputting the signal to be measured; a signal measuring part for measuring a potential to be measured which is a potential of the input port in the state where the signal to be measured is operated, and calculating the dispersion quantity of a measurement result; a noise measuring part for calculating the dispersion quantity of a noise potential generated in the input port in the state where the signal to be measured is not operated; and a correction part for calculating the dispersion quantity of the signal to be measured based on the dispersion quantity of the measurement result and the dispersion quantity of the noise potential.
