<P>PROBLEM TO BE SOLVED: To enhance reliability to delivery service by notifying accounting information related to contents to be delivered to a mobile terminal user just before delivery or during delivery. <P>SOLUTION: This mobile communication system is composed of a portable telephone 400, a contents delivery device 200, and a accounting information notifying device 100 relaying communication between these devices, and HTTP response in which an accounting rule is recorded in the header with the contents delivery device 200 to HTTP request S101 from the portable telephone 400 is transmitted (S102) to the accounting information notifying device 100.
