PROBLEM TO BE SOLVED: To secure a communication quality as a whole communication node and to improve efficiency in the use of buffers.

SOLUTION: The status of communication data stagnant in the buffers of an input part, a switch part and an output part of the communication node is monitored and when the number of stagnant data in the buffer provided in the switch part and/or the output part exceeds a threshold, read from the buffers provided in the input part and/or the switch part corresponding to the pre-stage of the relevant buffer is temporarily stopped.
