PROBLEM TO BE SOLVED: To accurately judge whether or not to prohibit engine control based upon an output of a sensor at engine starting. SOLUTION: There is provided a crank angle sensor 10 generating an output every time a crankshaft 4 rotates a predetermined angle. A control prohibiting period is set on the basis of a stored electricity quantity of a storage battery 8 representing voltage applied to a starter motor 5. The engine control based upon the output of the crank angle sensor 10 is prohibited until the control prohibiting period passes from starting of cranking by the starter motor 5.
