PROBLEM TO BE SOLVED: To provide a solid-state electrolytic capacitor in which ESR (equivalent series resistance) is reduced by decreasing resistance of cathode. SOLUTION: The metal cathode layer of a solid-state electrolytic capacitor has a two or more-layered structure. A first metal cathode layer 12, which is formed of fine metal particles and serves one of two layers forming the metal cathode layer, contacts with a carbon cathode layer 11 which serves as an internal layer of the metal cathode layer, and contact points between the first metal cathode layer 12 and the carbon cathode layer 11 can be increased and resistance is reduced because the first metal cathode layer 12 is formed of fine metal particles. A second metal cathode layer 13 containing thin and long metal particles has low specific resistance in the direction of layers, and its surface in contact with the first metal cathode layer 12 has also low contact resistance, and the resistance of the metal cathode layer, which becomes a problem when charge is extracted from the whole capacitor element and made to pass through a cathode lead-out terminal 6, can be reduced.
