PROBLEM TO BE SOLVED: To improve the operability of an access control service to be provided as additional services other than a network connection service. SOLUTION: When a connection to a service network 22 is requested from a subscriber, a subscriber accommodating device 1 configures a closed area network by connecting terminals 6a-6c of subscribers and servers 41 and 42 in a server network 4 usable for these subscribers by a bridge connection or router connection. According to the setting change request of filter information from any subscriber, the subscriber accommodating device 1 changes packet filtering to be applied to an IP packet exchanged between the terminals 6a-6c of the subscribers and the service network 22.
