PROBLEM TO BE SOLVED: To provide a non-heating type modified asphalt that can be used for construction at ordinary temperature, and has a sufficient level of strength and water permeation, a water-permeable pavement structure using the asphalt, and a construction method therefor. SOLUTION: This non-heating type modified asphalt 12 comprises an asphalt, an epoxy resin, a solvent for providing fluidity to the asphalt at ordinary temperature, and a curing agent for the epoxy resin.
