PROBLEM TO BE SOLVED: To provide a recording and reproducing device that can reproduce cut commercial messages together with a main program at the same time even when reproducing the main program while cutting the commercial messages (CMs). SOLUTION: A system controller 28 detects CM section other than a program main text according to the result of detection by a silence detection circuit 32 and a scene change detection circuit 34 in the case of recording a program signal onto an optical disk and records the section information denoting the positions of the CM sections onto the optical disk 18. In the case of reproducing the signal of the program recorded on the optical disk, the system controller 28 reads the section information recorded on the optical disk, controls an MPEG audio/video decoder 19, a post audio signal processing circuit 20 and a post video signal processing circuit 23, continuously reproduces the main program separated by the CM sections and also reproduces the CM sections together with the main program at the same time.
