<p><P>PROBLEM TO BE SOLVED: To control the transfer of heat from the outer surface of a roof into a living room by constructing a roof heat insulating structure using a heat insulating panel A corresponding to all of three means of heat transfer, conduction, convection, and radiation. <P>SOLUTION: A heat barrier 2 in which a plurality of upper and lower sheets 21, 22 and 23 each with radiation heat reflecting aluminum foil on its surface are interconnected by the groups of upright pieces 24 and 25, with air-layer spaces S formed between the sheets for circulating air, is fixed on a heat insulator 3 to construct the heat insulating panel A.
