PROBLEM TO BE SOLVED: To automatically select the most suitable connection route when a terminal included in an IP-VPN (Internet protocol-virtual private network) network of a company with a terminal in a PSTN (public switched telephone network). SOLUTION: A plurality of connection routes between an extension terminal at a calling origin and a subscriber's terminal at an incoming destination are calculated based on a database stored in a network control part included in the IP-VPN network and connection costs are calculated about the respective routes. A route at the lowest cost among calculation results is calculated and the connection route is set. In addition, a predetermined specific connection route is set for a specific call number.
