PROBLEM TO BE SOLVED: To reduce a environmental load, and to prevent denatured degradation of a lubricant. SOLUTION: A housing 7 is formed from leadless brass material by cutting or casting, and composed of a cylindrical side portion 7b and a bottom portion 7c. A dynamic pressure groove is formed in an area functioning as a thrust bearing surface in an inner bottom surface 7c of the bottom portion 7c. A seal member 10 is formed in a ring shape by leadless brass, press fitted in an inner peripheral surface of an opening portion 7a of the housing 7, and fixed by means of an adhesive agent and the like.
