PROBLEM TO BE SOLVED: To provide an adhesive solidifying agent excellent in bonding force and toughness. SOLUTION: A liquid synthetic resin is polymerized to form a polymer having properties, such as adhesiveness, waterproofness, and chemical resistance, characteristic of the resin. Short fibers are added thereto to enhance properties, such as adhesiveness, waterproofness, and chemical resistance, which conventional adhesives are lacking. In order to realize an improved binder which attaches great importance to the natural ecosystem as well as the advantage of being applied at ordinary temperature, the adsorption and dispersion of the polymer and the short fibers are established as a new technique which supplements the drawbacks of a prior art. The establishment of a technique of realizing an adhesive which is tough and clogging-free, does not allow the elution of something harmful, can form a molding from a thing medicinally effective, and can be applied easily at ordinary temperature meeting a long-expected common social demand.
