PROBLEM TO BE SOLVED: To provide a polyester resin composition for a powder coating, having practically sufficient strength and weatherability and capable of giving a coating film with a rugged surface having a high design feature, and a powder coating made by using it. SOLUTION: The polyester resin composition contains a polyester resin, a curing agent having a functional group capable of reacting with the hydroxy group of the polyester resin, and an epoxy resin, wherein the acid component of the polyester resin comprises mainly an aromatic dicarboxylic acid, and at least 85 mol% of the alcohol component thereof comprises neopentyl glycol, and which has an intrinsic viscosity of 0.15-0.40 dL/g, a hydroxyl value of 15-75 mgKOH/g, an acid value of 0.6 mgKOH/g or lower, and an epoxy resin content of 0.5-3.0 mass%.
