PROBLEM TO BE SOLVED: To provide a thermoelectric conversion element wherein high thermal conductivity is imparted to a ceramic substrate by using a conventional basic structure, and in-plane temperature distribution is made uniform to the utmost, so that rupture of the element can be prevented. SOLUTION: This thermoelectric conversion device 30 is constituted of a ceramic substrate 4 having electrically insulating property, a graphite sheet 6 which is collectively formed in an unified body with the ceramics substrate 4 and has superior thermal conductivity, and a thermoelectric conversion element 7 retained by the ceramic substrate 4.
