PROBLEM TO BE SOLVED: To perform, in a color image forming device having as a developing device for image formation a rotary developing unit and an independent fixed developing unit, high-speed image formation without degrading image formation productivity when time required for the passage of an image interval is short relative to time required for the rotation/replacement of the rotary developing unit during an image forming operation. SOLUTION: When the rotation/replacement of a developing unit housed in the rotary developing system is performed, the image forming operation is performed by the independent fixed developing system without skipping the image forming operation.
