PROBLEM TO BE SOLVED: To increase stability and safety of an upper structure in a rising state by controlling a rising quantity of the upper structure when the existing medium and low-rise building is structuralized in base isolation and when a floor board is newly constructed under the upper structure separated from a foundation. SOLUTION: The floor board 5 supporting the upper structure 4 separated from the foundation of the building in a state supported by the base isolation device comprises a plurality of precast concrete slabs 1 arranged at least in one direction, tensile force is introduced to tension members 6 inserted in the direction at least arranged inside of the whole of the precast concrete slabs 1 to integrate the whole of the precast concrete slabs 1.
