PROBLEM TO BE SOLVED: To provide a thermosetting powder coating composition excellent in finish appearance such as smoothness, and in coating film performances such as weatherability, solvent resistance and acid resistance. SOLUTION: The thermosetting powder coating composition is characterized in that it contains as the essential curable resin components a resin (A) containing epoxy groups and hydroxy groups in the molecule and a curing agent (B) comprising an acid anhydride. A method for forming a top coating film by a two-coat 1-bake system is provided which comprises applying a thermosetting water-base colored base coat composition on the surface of an object, applying a thermosetting water-base clear coat composition on the coated surface without being cured, and thermally curing these coated films.
