PROBLEM TO BE SOLVED: To provide a non-aqueous electrolyte solution which is capable of preventing a capacitor from deteriorating its withstand voltage and capacitance and an electrochemical capacitor using the same. SOLUTION: Electrolytic salt containing fluorine is dissolved into a non- aqueous solvent for the formation of an electrolyte solution for an electrochemical capacitor, and the total content of hydrosilicofluoric acid and hydrosilicofluoride in the electrolyte solution amounts to 100 ppm or less.
