PURPOSE: An aqueous solid cosmetic composition obtained by solidifying polyethylene glycol wax derivatives and water and blending with a PVP/eicosene copolymer and liquid oil is provided. Therefore, the cosmetic composition has excellent water resistance while providing sufficient freshness and moisturization when applied to the skin. CONSTITUTION: An aqueous solid cosmetic composition contains 1 to 50 parts by weight of polyethylene glycol wax derivatives, 5 to 80 parts by weight of water 0.1 to 30 parts by weight of a PVP/eicosene copolymer and 1 to 50 parts by weight of liquid oil. The liquid oil is selected from the group consisting of hydrocarbon-based liquid oil, ester-based liquid oil, lower alcohol and a mixture thereof. The composition is formulated into a foundation, an eye shadow, a lip stick or the like.
