PURPOSE: To provide an oil-in-water type organopolysiloxane emulsion composition which is excellent in the mechanical stability and causes little bubbling, especially which is excellent in the mechanical stability after the dilution and causes little bubbling. CONSTITUTION: The oil-in-water type organopolysiloxane emulsion composition comprises (A) an organopolysiloxane expressed by the composition formula: RaSiO(4-a)/2 (wherein R is a hydrogen atom, a hydroxy group, a 1-20C alkoxy group or a 1-20C, substituted or nonsubstituted, univalent hydrocarbyl group; and (a) is a value of 1.9-2.1), (B) a surfactant, (C) a water softener, and (D) water; furthermore the oil-in-water type organopolysiloxane emulsion composition comprises a dilute emulsion of the above emulsion composition with an additional water. |
