PURPOSE: A method for registering a location and processing a call at an network service border area is provided to reduce an unnecessary load of a network by turning off an NDSS(Network Directed System Section) function, thereby improving a call completion rate of a mobile station. CONSTITUTION: If a mobile station of the first service area registers a location at an MSC/VLR2(Mobile Switching Center/Visitor Location Register2) of the second service area, a BTS(Base Transceiver Station) transmits shape information of the current area to the MSC/VLR2(S50). The MSC/VLR2 sends a REGNOT message to an HLR(Home Location Register) related to the mobile station(S51). The HLR sends a REGCANC message to the MSC/VLR2(S52). The MSC/VLR2 deletes a profile of a subscriber before sending the REGCANC message to the HLR(S53). The HLR sends the REGNOT message including priority information of the mobile station to the MSC/VLR2(S54). The MSC/VLR2 interrupts redirection to another generation system at a border area by referring to the priority information and the shape information(S55).
