The device has two independent spring-operated rocker arms, which are hinged to two non-steerable runners and carry the actual steering and brake components. The rocker arms (11,12) overlap and/or engage over the front sections of the runners (3,4), esp. in the curved areas. Each is formed integrally with a wing-shaped steering and brake element (13,14) of rubber or of unbreakable plastic. The rocker arms have a U-shaped profile, with the web forming a foot rest for the user. Both arms are connected to an operating cable pull.
