PURPOSE: A process of paving by high elasticity is provided to recycle wastes and reduce construction expenses by replacing costly urethane chips with urethane-coated used tires and shorten term of works by omitting period of concrete curing. CONSTITUTION: The process of paving by high elasticity contains: forming a footing concrete or cleaning the surface of footing concrete; drying the surface of footing concrete and distributing epoxy primer or urethane primer to increase bonding strength between the footing layer and an elastic layer; distributing chemical compounds made by the mixture of chips of disused tire and certain amount of urethane to form an elastic layer; forming an elastic panel by molding and pressurizing the compound made by combination of urethane-coated tire and certain amount of urethane.
