PURPOSE: A washable cleansing cosmetics is provided to make excellent cleansing effect with skin stability and, after usage, to be easily washed by water. CONSTITUTION: A transparent or semi-transparent washable cleansing cosmetics has an A content selected from glycerine fatty acid ester, poly glycerine fatty acid ester or a mixture thereof, a B content of oil, and a C content of water. The oil content includes silicon oil and ester oil in a ratio of 0.5-1.0 : 2. In a method of preparing the washable cleansing cosmetics, a water-based thickening agent, a moisturizing agent, a metallic ion blocking agent, and an anti-discoloration agent are sequentially put at the water part, and the mixture solution is heated at 75-80 deg.C. A liquid ester oil and a nonionic surface active agent are sequentially put at the oil part, and the mixture solution is heated at 75-80 deg.C.
