PROBLEM TO BE SOLVED: To obtain a cell-activating material which improves energy metabolism and growth activity of fibroblast and is effective for preventing skin ageing and improves function of the skin and enhances activity of eosinophiles and is effective as a therapeutic agent for allergic diseases such as atopy and the like.

SOLUTION: This cell-activating material including a skin cell-activating material and/or a immunocyte-activating material is obtained by carrying out at least one operation for concentrating desalted (concentrated) deep ocean water which has been treated to separate at least a part of inorganic salts dissolved in the deep ocean water. The medicinal agent, the cosmetic and the food contains the cell-activating material.
