PROBLEM TO BE SOLVED: To obtain a titanium dioxide cerium oxide composite as a source material for cosmetics, further improved in the capability of shielding against UV rays of long and short wavelengths and useful as a UV shielding agent having no photocatalytic action. SOLUTION: The titanium dioxide cerium oxide composite has≥20 cumulative value of the absorbance (cumulative absorbance) in the range from 380 nm to 410 nm with an interval of 1 nm. The composite is manufactured by using titanium dioxide as the source material, and in an acid treatment processes to dissolving a part of the titanium dioxide in an acid, an oxidation process to treat the acid treated titanium dioxide after the acid treatment with an oxidizing agent, and a coating process to add a cerium compound to age the mixture while keeping the liquid to≥7 pH and to precipitate and deposit cerium oxide on the surface of titanium oxide.
