<p><P>PROBLEM TO BE SOLVED: To obtain an impregnating agent, especially, a cement-based impregnating agent, which has excellent permeability into the ground, gives appropriate strength not causing trouble when the ground is again dug out and exhibits an effect that the elution amount of hexavalent chromium is reduced and which is used in ground improvement, supplemental construction method for a tunnel, or the like, in the civil engineering and building fields. <P>SOLUTION: This impregnation agent contains cement and a blast furnace gradually cooled slag powder.
