PROBLEM TO BE SOLVED: To provide a clouding agent capable of enhancing effect-efficacy as a bathing agent, a clouding agent for bathing agents containing a high- concentration alcohol solution and water having high salt content effective as the bathing agent, being stable to long-period storage and high temperature even when used for the bathing agent and having high cloudiness and low viscosity and an emulsion type bathing agent in which the clouding agent is mixed. SOLUTION: This clouding agent comprises either one or both of the high- concentration alcohol solution and water having high salt content as a water phase component in an O/W emulsion composed of a nonionic surfactant, a polyhydric alcohol, an oil phase component and a water phase component.
