<p><P>PROBLEM TO BE SOLVED: To enable a plurality of remote users to play a simultaneous-entry-type game, by effectively utilizing a radio broadcast network. <P>SOLUTION: A server 10 is provided with: a user database (DB) 12 in which an address of a distribution object person is stored; a program DB 14 in which a program for each phase is managed; a phase information management part 24 which manages information on an ongoing up-to-date phase; an update request receiving part 22 which receives a phase update request; an extraction part 16 which extracts a program for the up-to-date phase from the program DB 14; and a broadcast distribution part 18 which carries out the broadcast distribution of the program for the up-to-date phase to the distribution object person in a radio broadcast through the use of address information in the user DB 12.
