PROBLEM TO BE SOLVED: To provide a developing method in which a negative waterless planographic printing plate whose exposed areas become ink receiving areas, a positive waterless planographic printing plate whose exposed areas become ink repelling areas, and a direct imaging waterless planographic printing plate using an exposure system with a laser as a light source for exposure are processed by the same developing means. SOLUTION: The method for developing a waterless planographic printing plate having at least a layer whose adhesive power to an adjacent layer varies upon exposure and an ink repelling layer on a substrate, is characterized in that the waterless planographic printing plate is processed with a processing solution for plate making consisting essentially of an amine of specified formula (I), a polar solvent of specified formula (II) and a polar solvent of specified formula (III).
