PROBLEM TO BE SOLVED: To provide a video recorder and a video system, that can uniformize image quality of a video image in the case of reproducing compression image data of each camera and record the data with suitable image quality. SOLUTION: The video recorder 3 includes: an image data converter 6 that receives image data from a plurality of the cameras 2 and converts a plurality of the image data into digital image data; an image data compression device 7 that compresses the converted digital image data at compression rates preset in advance respectively; a storage device 9 that stores the compressed image data; and an image data compression setting device 10 that selects a compression system and a compression rate for the image data compression device 7 so that the respective data quantity stored in the storage device 9 is nearly constant.
