PROBLEM TO BE SOLVED: To provide a program recording and reproducing apparatus, a program recording and reproducing method, a program and a medium, that can complete viewing of a broadcast program at an end time of the program broadcasting even when time shifting playback is executed. SOLUTION: The program recording and reproducing method of this invention applies time shifting playback to a recorded program to calculate a first time shifting time difference (t1) between a desired program reproduction start time and a start time corresponding to a past video position of the recorded program to be reproduced and a difference time difference (t2) between the desired program reproduction start time and the desired end time of the program, calculates a special reproduction speed to reproduce the program corresponding to the time differences, and sequentially uses a plurality of special reproduction speeds on the basis of the calculated speed to reproduce the recorded program.
