PROBLEM TO BE SOLVED: To unitarily set/manage an extension number system for a plurality of groups, to efficiently set/manage extension numbers and to deal with the linkage of services to share a VoIP GW between a plurality of groups as well. SOLUTION: This device is provided with a means 1 for identifying a plurality of group IDs by using at least one means of a managing number applied to an IP/audio converter 3 for converting audio signals and IP packets, an audio input/output port number of the IP/audio converter 3, a calling ID telephone number from a calling side, a user number inputted on the calling side and a registration number applied to a VoIP communication terminal 14 and a means 2 for setting/managing the extension number system for each group ID while defining as an incoming call target class at least one of a telephone set 8 connected to the IP/audio converter 3 via a telephone network 6, a PBX 9 connected to the IP/audio converter 3 via the telephone network 6, a telephone number 8 connected to the IP/audio converter 3 via a leased line 7 or directly and the VoIP communications terminal 14.
