PROBLEM TO BE SOLVED: To correctly recognize even characters that cannot be correctly segmented with normal binarization processing. SOLUTION: There are provided steps for: extracting each character part from an original image 1 including a characters divided into a plurality of character parts; performing a series of processing, for each of one element or a plurality of elements, which selects one element or a plurality of elements constituting at least one character, prepares at lest one synthetic image by variously combining the elements, calculates the amount of characteristics by applying image processing to the synthetic image, inputs the amount of characteristics to a back propagation network, and makes an output of the back propagation network to be the coincidence and recognition results for the one element or the plurality of elements included in the at least one synthetic image; and selectively outputting an element that becomes maximum coincidence and recognition results in the each one element or plurality of elements.
