PROBLEM TO BE SOLVED: To provide a scatter prevention method of dust exhibiting the effect for a long time by spraying. SOLUTION: A diluted water solution made by adding an agglomerating agent for sticking dust particles together to increase the size of agglomerates in water is sprayed on a site 10 covered with fine dust of which at least the surface is covered with fine particles comprising one or more of earth, sand, or fine dust to prevent dust from scattering from the site 10. The agglomerating agent may include a primary agglomerating agent containing a water-soluble acrylic acid polymer as a basis and a liquid polyhydric alcohol.
