PROBLEM TO BE SOLVED: To provide an on-vehicle information storage device and method capable of sending and receiving data even to and from a car navigation mounted on a vehicle at parking of which engine is stopped and a main power source is turned off, capable of sending and receiving the data without causing running out of a battery for an on-vehicle power source, and capable of rapidly coping even when the vehicle is stolen. SOLUTION: Even when the main power source is turned off, for example, when the vehicle is parked in a parking lot for a long time, a car navigation device 1 controls so that at least a main power source of a storage device is turned on by data sending and receiving request from a user's computer terminal 2, and the data sent from the user's computer terminal 2 is stored in the storage device. After completion of sending, receiving and storing of the data, the main power source is turned off. When lapse condition of a signal predetermined between the car navigation device 1 and the user's computer terminal 2 is detected, abnormal movement of the user's vehicle at parking is informed.
